Overview

Planned Systems International, Inc. (PSI) is seeking a Software Engineer - Mid in our Tampa, FL office to support our Veterans Administration (VA) customer. The successful candidate will provide software engineering and integration support for a major VA EHRM application testing organization. Various applications include but are not limited to re-hosted, The  VA’s Veterans Health Information System Technology Architecture (VistA) VistA legacy, Oracle Cerner Millennium, COTS/GOTS integration with VistA legacy and others. Support will specifically include analytical work in support of systems architecture and systems integration activities with significant emphasis on testing such systems integration with external components, ensuring smooth interaction and maximum efficiencies. Hands-on software, system architecture, interface, testing, and database development and/or enhancement experience will be required. He/she will be expected to evaluate and recommend solutions for testing services based on risk assessment and system architecture. Candidate will actively participate in collaborative meetings with the VA TS customer, TS teammates, VA project teams and other key stakeholders.

Minimum Requirements

Minimum Requirements:

  • Bachelor’s degree in Business, Information Systems Management, or related field. An equivalent combination of education and relevant experience may be considered if other requirements are met.
  • At least 5 years of overall information technology experience. Experience must include in Software Engineering including integration experience, architecture analysis, and testing the integration between applications, databases, and external applications.
  • At least 5 years of experience in leading VA- VistA Data management teams with Mumps/Cache and either Oracle or SQL Server in a UNIX/VMS/Windows environment is required.
  • Must understand VA VistA Test data requirements and able to work with Development teams and create the test data as needed.
  • Must be able to:
    • Evaluate, implement, test, and manage technology solutions.
    • Develop and execute architecture strategies, feasibility studies, and integration analyses.
    • Independently gather and define the architecture requirements and ensure that the architectures are compatible and in compliance with the appropriate IT organization and project standards.
    • Analyze application architecture of the systems, perform risk assessments, and be able to establish appropriate architecture for testing environments for the execution of independent testing.
    • Establish a process whereby overarching requirement for Application Architecture within the testing environments are identified and integrated within the integrated systems environment.
    • Must have ability to work simultaneously on multiple tasks if necessary, handle changing priorities, be detail oriented, and be able to work independently.
    • Write effective client deliverable analysis reports with little to no supervision.
  • Must be capable of utilizing organizationally established architecture tools, repositories, and repository management processes to capture, publish, and maintain architecture artifacts.
  • Must also have excellent oral and written communication skills and exhibit excellent customer service skills.
  • Applicants selected will be subject to a government investigation and must meet eligibility requirements for access to classified information and obtain a Government-granted Security clearance.

Additional Desired Qualifications:

  • Access to VA network is a big plus
  • Any experience with Cerner Millennium and Scheduling experience is preferred.
  • Any healthcare, VA and DoD architecture/engineering experience would be a plus.
  • Specific experience in the Veterans Affairs environment and with VistA (including but not limited to FileMan, Kernel, VMS, Vista Internals, Vitria, and BusinessWare) preferred.
  • Experience with Java, J2EE applications desired.
  • Experience with:
    • HP Quality Center and Rational Clear Quest
    • Risk based testing methodologies
    • Independent Verification and Validation (IV&V) testing
    • VA healthcare systems
