Overview

Planned Systems International (PSI) is seeking a skilled Proposal Writer to join our business development team in writing and shaping winning proposals for federal contracts. The Proposal Writer will work closely with subject matter experts, capture managers, proposal managers, and business development teams to create compliant, compelling, and well-structured proposals for federal solicitations. This role requires exceptional writing, editing, and project management skills, with the ability to meet tight deadlines and produce high-quality work. The Proposal Writer will be responsible for directly writing compliant proposal content, in some cases with minimal context or background information, that clearly demonstrate the strength, benefits, and feasibility of PSI’s solutions and approaches to the solicitation requirements.

Essential Functions and Job Responsibilities

  • Lead the creation, writing, and editing of technical volumes for proposals in response to federal government solicitations (e.g., RFPs, RFIs, RFQs).
  • Write proposals that meet all solicitation requirements, including format, structure, and content criteria.
  • Research, interview, gather, and organize technical information from subject matter experts and other stakeholders to craft clear, accurate, and persuasive responses that highlight company strengths and the feasibility of the proposed solutions.
  • Work closely with cross-functional teams, including project managers, business development, and operations, to gather content that aligns with solicitation requirements.
  • Work independently to author approaches or solutions to requirements when subject matter expertise or customer knowledge is lacking; this entails performing independent research on the requirements and making informed assumptions to craft a compliant response.
  • Assist in developing proposal schedules, organizing content, and tracking deliverables to meet submission deadlines.
  • Support all phases of the proposal lifecycle, including Pink/Red/Gold Team reviews, resolution of comments, and incorporation of reviewer feedback.
  • Review and edit proposal materials for clarity, accuracy, and consistency in line with company branding and proposal standards.
  • Support the maintenance and update a library of standard proposal text, templates, and past proposals to streamline future response efforts.
  • Stay current with government procurement trends and agency-specific requirements to align proposals with evolving client needs and writing best practices. 

Minimum Requirements

  • Bachelor's Degree
  • 3-5 years of professional experience.
  • Familiarity with federal contracting requirements, proposal compliance, and solicitation types.
  • Strong writing and editing skills with the ability to convey complex information clearly and concisely.
  • Detail-oriented, with strong organizational skills to manage multiple deadlines and prioritize tasks.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.
  • Familiarity with proposal management software (e.g., SharePoint)
  • Ability to understand and interpret complex solicitation documents and translate them into clear, compelling proposals.
  • Excellent interpersonal skills to communicate effectively with team members at all levels of the organization.
  • Ability to thrive in a fast-paced, deadline-driven environment, managing multiple priorities simultaneously.
  • Proactive in identifying and resolving issues that may impact proposal quality or deadlines.

Physical Demands

  • Ability and willingness to adhere to an untraditional work schedule, specifically working after hours and on weekends to satisfy tight proposal development schedules and deadlines. The demands for this position fluctuate between busy seasons and off seasons, requiring candidates to effectively and independently balance their time.
  • Ability to effectively communicate in English, including talking and hearing.
  • Ability to operate productively in a fully remote work environment, including the ability to take meetings and phone calls from a quiet and private space during business hours.
