Overview

Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a Property Management Specialist in Richland, WA.

 

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

Essential Functions and Job Responsibilities

Responsible for providing support and/or serving as a knowledgeable resource for Real and Personal Property Management. This includes implementation of HLMI Property Management system, interface with HLMI, DOE-Hanford Field Office (HFO) and other Contractors regarding property questions/problem resolution and ensuring property record accuracy for both personal and real property items.

  • Under general supervision, implement and assess site-wide programs for inventory management of real, related, and personal property and
  • Ensure compliance with HLMI Property Management system.
  • Act as technical authority for property management procedures.
  • Knowledgeable of all applicable federal Law/requirements and HLMI contract pertaining to real and personal property and work the process to ensure accuracy of property inventory and database
  • Provide guidance on and implement property management procedures, processes and practices to meet new and existing requirements that are imposed on HLMI through our contract.
  • Coordinate approvals from all entities, including HFO, for all property transactions. Provide interface with HFO on all real and personal property transactions, questions, issues, and information requests.
  • Provide direction to subcontractors assigned to assist property management.
  • Perform independent audits of inventory for accuracy
  • Review programmatic statements of work to ensure appropriate property management language is included.
  • Provide training to all property representatives and/or managers on property management plans and
  • Ability to interface effectively with DOE officials, senior management, technical SMEs, craft, subcontractors, and project stakeholders.
  • Manage multiple priorities in a fast-paced, dynamic environment while maintaining schedule deliverables.
  • In addition to property, track a variety of information and items, such as procurements, equipment, material, data, and deliverables.
  • Identify gaps or redundancies in processes and procedures to find efficiencies and provide recommendations to streamline approaches and improve performance.

Minimum Requirements

  • Bachelor’s degree (BA/BS) and 5 years’ practical work experience in property and asset management and control or related areas, or an equivalent combination of education and directly related experience.
  • Knowledgeable in federal property requirements.

Desired Qualifications

  • Experience working on a DOE or federally-managed work site or project.
  • Thorough knowledge of DOE and HLMI property asset related policies and procedures and an understanding of the functions, operations, and requirements of HLMI organizations in the life cycle management of property and material assets.
  • National Property Management Association (NPMA) certification.

Compensation

Grade 16: $88,200 - $111,100

Grade 18: $106,663 - $134,588

 

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
