Overview

Planned Systems International (PSI) is currently seeking a Cloud Implementation Manager to support the Benefits Integration & Administration (BIA) Product Line at the Department of Veteran Affairs (VA) as a member of the

Benefits and Memorials (BAM) PMO Support Team. The Cloud Implementation Manager will support the Benefits Integration Platform (BIP) – a container-based application platform in the VA Enterprise Essential Duties & Responsibilities Cloud (VAEC) Amazon Webservice (AWS) GovCloud that allows teams supporting Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA) to develop, deploy, scale, secure,

and manage container-based applications in a multi-tenant cloud environment. This person will be responsible for daily administration, oversight, and reporting on BIP, including system status and health, change management, incident management, and release management. They will also assist with capacity planning, compliance management, authority to operate (ATO) documentation, patching and upgrade activities, disaster recovery, business continuity planning, and site reliability engineering. Experience migrating, developing, or managing applications in the AWS cloud is mandatory, along with a SAFe certification.

Essential Functions and Job Responsibilities

  • Manage the daily operations of the BIP cloud-based product, including monitoring system status and health, managing incidents and changes, and overseeing release activities in alignment with SAFe principles.
  • Lead and manage cloud-based application development, migration, and operations in AWS, including oversight of compute, storage, database, and container services.
  • Support infrastructure-as-code deployments, monitoring, and logging using tools such as Terraform, CloudFormation, and CloudWatch.
  • Ensure compliance with VA security and governance policies, including support for ATO efforts, patching, disaster recovery, and site reliability engineering activities.
  • Lead project planning and execution efforts, ensuring timely delivery of cloud development and operational milestones.
  • Support and contribute to product management activities, including feature prioritization, backlog grooming, and stakeholder engagement.
  • Support strategic planning and analysis efforts, aligning project tasks with long-term product goals and VA mission needs.
  • Lead change and configuration management tasks in accordance with VA policy and governance processes.
  • Manage product risk planning, tracking, and mitigation
  • Support schedule planning and progress tracking activities.
  • Oversee compliance-related initiatives such as Authority to Operate (ATO), security assessments, and system patching.
  • Coordinate site reliability engineering activities, including capacity planning, disaster recovery, and business continuity.
  • Maintain and update Jira boards and dashboards; ensure timely and accurate reporting of tasks and metrics.
  • Enter and maintain product information in VA systems
  • Serve as the primary point of coordination with the VA Product Manager, adjusting priorities and deliverables as directed.
  • Contribute to high-quality written documentation, presentations, and deliverables that convey complex technical and programmatic information clearly and concisely.
  • Conduct research on special topics and recommend solutions to government clients.
  • Stay up to date with VA policy, industry trends, and advancements in program management andsoftware development.
  • Facilitate executive-level virtual meetings, including preparing meeting agendas, capturing minutes, and tracking outcomes and action items.
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Function as part of an integrated team sharing products, best practices, and information across the PMO Support Team.

Minimum Requirements

  • Bachelor's degreee
  • Experience in IT project management with a focus on cloud development and operations.
  • Strong background managing or supporting applications hosted in AWS; experience with application migration to AWS preferred.
  • Familiarity with cloud-native development principles and services
  • Demonstrated experience using a variety of cloud technology tools such as Terraform, CloudFormation, CloudWatch, AWS Config, or equivalent.
  • Experience managing agile software development efforts within a SAFe or similar scaled agile environment.
  • Knowledge of ITIL-aligned processes such as incident, change, and release management.
  • Experience leading compliance-related initiatives, including ATO preparation and security assessments.
  • Familiarity with Jira and Confluence for task tracking, reporting, and knowledge management.
  • Excellent communication and stakeholder engagement skills, with demonstrated ability to write clearly and concisely for technical and non-technical audiences.
  • Ability to self-organize, balance workload, complete tasks on time (without reminders), proactively seek out assignments, and offer improvements to client delivery.
  • Strong analytical skills and attention to detail.

Professional Certifications: 

  • SAFe certification (e.g., SAFe Scrum Master, SAFe Agilist)
  • AWS certification (e.g., Solutions Architect Associate, Cloud Practitioner

Required Technical/Business Tools Experience

Desired Qualifications

  • Hands-on experience with Elastic Kubernetes Service (EKS) or similar container orchestration

    platforms strongly preferred.

  • Experience working as a federal contractor or employee

Physical Demands

  • Ability to effectively communicate in English, including talking and hearing.
  • Ability to operate productively in a fully remote work environment, including the ability to take meetings and phone calls from a quiet and private space during business hours.
  • Ability and willingness to actively participate in virtual meetings throughout most of the workday and be responsive to messages (MS Teams) and emails (MS Outlook) within reasonable timeframes set by the supervisor or client.
  • Ability to be responsive and working during Eastern time zone standard business hours (8:00am to 4:00pm EST).
  • Ability to satisfy security clearance and onboarding requirements:
    • Print, sign, scan, and return onboarding documentation.
    • Travel at personal expense to nearest government facility to get fingerprinted, apply for a PIV badge, pick-up the PIV badge, and pick-up government equipment.
