Overview

ProSphere (PST), a Planned Systems International (PSI) company, is seeking a highly skilled and experienced Technical Program Manager to lead and support inter-agency B2B collaboration initiatives and oversee other initiatives on our Enterprise Messaging, Collaboration, Authentication and Office 365 Services Support for the Department of Veterans Affairs (VA). This role involves program management, technical integration, security engineering, support operations, and stakeholder engagement to facilitate secure, compliant, and scalable B2B solutions aligned with federal and VA standards.

 

The Department of Veterans Affairs (VA) Office of Information & Technology’s (OIT) Communication Collaboration Services (CCS) mission is to deliver high-quality, effective IT services to support veterans' healthcare by managing and maintaining enterprise systems, including Entra ID Business-to-Business, Microsoft 365 applications, Active Directory, cloud and on-premise systems, to ensure seamless and efficient point-of-care and healthcare operations.

 

This is a full-time remote position.  Applicant must be a U.S. citizen or permanent resident and must be able to obtain a Public Trust. Veterans are encouraged to apply.

Essential Functions and Job Responsibilities

Program Management of Inter-Agency Entra ID B2B Initiatives

  • Lead comprehensive program management efforts to enable seamless inter-agency B2B collaboration.
  • Develop, maintain, and deliver detailed Project Plans, Schedules, and Progress Reports.
  • Coordinate with all stakeholders to promptly resolve issues within 72 hours.
  • Monitor program milestones, risks, and resource allocation to ensure timely delivery.

Manage the Entra ID Teams that perform the following:

 

Engineering and Site Integration

  • Conducts detailed site assessments for B2B solution deployments.
  • Develop and execute integration plans aligned with agency-specific scenarios and requirements.
  • Ensure all integrations comply with applicable federal standards, security protocols, and best practices.
  • Oversee the successful execution of site and program enablements.
  • Manage enablement intake processes, coordinating resources and timelines.

Support Help Desk Operations

  • Establish and oversee a dedicated B2B support help desk providing Tier 1 to Tier 3 support.
  • Scale support staffing efficiently based on site/program needs:
    • Full B2B organization: ~40 tickets/month/site
    • Partial B2B or shared team: ~20 tickets/month/site
    • Individual contributor: ~500 tickets/month
    • Ensure issue resolution and user satisfaction within 24 hours.
    • Track and report on support request metrics, identifying areas for process improvement.

Release Management, Training, and Documentation

  • Manage the release process for updates and changes, coordinating among teams and stakeholders.
  • Deliver recurrent training sessions, create supporting materials, and facilitate a community of practice.
  • Maintain updated B2B and related technology knowledge repositories following VA standards.

Enterprise B2B Security Engineering

  • Deploy and support enterprise cybersecurity measures for B2B environments.
  • Develop and maintain cybersecurity documentation, ensuring compliance with federal security standards, VA cybersecurity policies, and cybersecurity authorization and assessment practices.
  • Support incident response related to B2B security events.
  • Develop and deliver security-related documentation including:
    • Memoranda of Understanding (MOUs)
    • Memoranda of Agreement (MOAs)
    • Memoranda for the Record (MFRs)
    • Interconnect Security Agreements (ISAs)

B2B Application Integration & Custom Engineering

  • Perform application integrations and custom engineering to meet specific agency B2B requirements.
  • Ensure all integrations and solutions are secure, scalable, and compliant with VA, partner, and federal standards.

Deliverables:

  • Project Plans, Schedules, and Progress Reports
  • Release Management Processes and Documentation
  • Training Materials and Conducted Sessions
  • Memoranda of Understanding, Agreements, MFRs, and ISAs
  • Security documentation supporting B2B integrations

Overall Program Initiatives

  • Define project objectives, deliverables, and success criteria in collaboration with stakeholders.
  • Facilitate, develop and maintain holistic knowledge of the program and its stakeholders to support answering information requests and communication requirements with internal and external stakeholders to ensure project requirements are understood and met.
  • Evaluate project schedules and resource allocations and provide recommendations to VA clients for adjustments or improvements. Provide input and evaluation of resource cost estimates.
  • Perform risk management planning, tracking, and analysis, monitor project progress and address any issues or risks that arise.
  • Track, analyze, and coordinate multiple development efforts using PMI and CMMI principles.
  • Oversee all phases of the project lifecycle, from initiation to closure.
  • Create guidance, strategies, plans and scenarios.
  • Support the government with the development of high-quality responses to external and internal communication requests in the form of PowerPoint presentations/slides, executive summaries, email correspondence, white papers, reports, and spreadsheets.
  • Facilitate executive-level virtual meetings, including preparing meeting agendas, capturing minutes, and tracking outcomes and action items.
  • Convert data and information provided by technical subject matter experts into executive-level “laymen’s terms.”
  • Conduct regular project reviews and audits to ensure compliance with best practices and organizational policies.
  • Identify opportunities for process improvements and implement best practices.
  • Conduct research on special topics and recommend solutions to government clients.
  • Stay up to date with VA policy, industry trends, and advancements in program management and ensure program conformance.
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Prepare and deliver the overall EMCAO program deliverables
  • Perform related duties as assigned by supervisor

Minimum Requirements

  • 15 years of professinal experience
  • Master’s degree - 10 years of additional relevant experience may be substituted for education
  • Professional Certifications: PMP
  • A Program Manager must have experience with diverse IT projects both large and small.
  • Must be able to manage a portfolio of projects.
  • Must be well versed in full systems life cycle, enterprise wide network engineering, strategic information planning, business process engineering, structure and management practices.
  • Must be able to identify and mitigate risks to the program.
  • Must be able to manage to cost, schedule and performance.
  • Excellent written and verbal communication skills, including the ability to communicate with brevity and clarity to government clients and develop work products that meet professional quality standards with minimal supervision.
  • Ability to schedule, organize, and facilitate executive-level virtual meetings and summarize outcomes.
  • Ability to self-organize, balance workload, complete tasks on time (without reminders), proactively seek out assignments, and offer improvements to client delivery.
  • Strong analytical skills and attention to detail.

Desired Qualifications

  • Experience working as a federal contractor or employee.
  • Experience with Microsoft Entra ID Business to Business
  • Professional Certifications: Microsoft Certified: Identity and Access Administrator Associate, Azure Security Engineer Associate, ISC2: CISSP, Security+ or other cybersecurity certification

Physical Demands

  • Ability to effectively communicate in English, including talking and hearing.
  • Ability to operate productively in a fully remote work environment, including the ability to take meetings and phone calls from a quiet and private space during business hours.
  • Ability and willingness to actively participate in virtual meetings throughout most of the workday and be responsive to messages (MS Teams) and emails (MS Outlook) within reasonable timeframes set by the supervisor or client.
  • Ability to be responsive and working during Central time zone standard business hours (8:00am to 4:00pm).
  • Ability to satisfy security clearance and onboarding requirements:
    • Print, sign, scan, and return onboarding documentation.
    • Travel at personal expense to nearest government facility to get fingerprinted, apply for a PIV badge, pick-up the PIV badge, and pick-up government equipment.
