Overview

ProSphere (PST), a Planned Systems International (PSI) company, is seeking a highly skilled and experienced Microsoft Entra ID Systems Engineer to lead the technical team supporting inter-agency B2B collaboration initiatives on our Enterprise Messaging, Collaboration, Authentication and Office 365 Services Support for the Department of Veterans Affairs (VA). The Systems Engineer will be responsible for designing, implementing, and maintaining enterprise Entra ID B2B collaboration solutions within the VA’s environments. This role involves technical oversight of system integrations, security configurations, and application support to ensure secure, scalable, and compliant B2B operations across VA agencies and partners. The engineer will collaborate with cybersecurity, support teams, and project managers to optimize system performance and security.

 

The Department of Veterans Affairs (VA) Office of Information & Technology’s (OIT) Communication Collaboration Services (CCS) mission is to deliver high-quality, effective IT services to support veterans' healthcare by managing and maintaining enterprise systems, including Entra ID Business-to-Business (B2B), Microsoft 365 applications, Active Directory, cloud and on-premise systems, to ensure seamless and efficient point-of-care and healthcare operations.

Essential Functions and Job Responsibilities

Responsibilities:

  • System Design & Architecture:
    • Develop and refine architecture plans for B2B integrations, including hybrid configurations, Azure AD B2B, and application interfaces that meet VA and federal standards.
  • Implementation & Deployment
    • Lead technical efforts to configure and deploy B2B solutions, including guest access, federation, SharePoint, PowerApps, Power Automate, and Teams integrations, ensuring security and scalability.
  • Security & Compliance:
    • Implement security configurations and controls leveraging Azure AD B2B, Conditional Access, MFA, and compliance tools.
    • Develop and maintain documentation supporting VA cybersecurity policies, including Interconnect Security Agreements (ISAs) and Security Memoranda.
  • System Monitoring, Support, & Optimization:
    • Monitor system health, security alerts, and performance metrics. Conduct troubleshooting, root cause analysis, and remediation of system issues related to B2B environments and Microsoft 365 services.
    • Support and administer Microsoft 365 applications, Azure AD, SharePoint Online, Exchange, OneDrive, Teams, and related services. This includes user provisioning, permissions, configuration, and troubleshooting.
  • B2B Program Site Integration:
    • Support detailed site assessments, develop and implement integration plans, and ensure all B2B solutions meet federal security and compliance standards. Assist in the successful execution of site/program enablements and manage enablement intake procedures.
  • Application & Integration Support:
    • Support custom application integrations, API configurations, and automation workflows that enable agency-specific B2B functionality, ensuring they meet security and compliance standards.
  • Documentation & Best Practices:
    • Create and maintain technical documentation including design diagrams, deployment procedures, security configurations, and troubleshooting guides.
  • Incident Response & Security Support:
    • Support cybersecurity incident response related to B2B and Microsoft 365 systems. Assist in developing and implementing vulnerability mitigation strategies.
    • Support tier 1-3 help desk functions for B2B, Microsoft 365, and related applications, ensuring timely resolution of tickets and user support requests in alignment with SLA response times.
  • Collaborative Engineering:
    • Work with cross-functional teams to develop scalable, secure, and resilient applications. Provide technical guidance during system upgrades, patches, and new feature implementations.
  • Conduct research on special topics and recommend solutions to government clients.
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Prepare and deliver the EMCAO program deliverables
  • Perform as the Entra ID B2B Technical Team Leader
  • Perform related duties as assigned by supervisor.

Minimum Requirements

  • 10 years of professinal experience
  • Master’s degree - 10 years of additional relevant experience may be substituted for education
  • Deep understanding and experience with Microsoft EntraID B2B
  • Proven experience in designing, deploying, and supporting Microsoft 365 enterprise solutions, Azure AD, and related B2B integrations (SharePoint, Teams, etc.)
  • Strong understanding of cybersecurity principles, including identity management, data security, and compliance standards (VA, federal cybersecurity policies).
  • Skilled in scripting and automation using PowerShell, Azure CLI, or similar tools.
  • Experience with network architecture, identity federation, and cloud hybrid solutions.
  • Knowledge of enterprise security frameworks, threat mitigation, and incident response.
  • Skilled in system troubleshooting, incident response, patch management, and security best practices.
  • Experience supporting B2B integrations, security engineering, and application deployment.
  • Excellent communication, documentation, and coordination skills.
  • Strong understanding of change management, configuration management, and cybersecurity protocols.
  • Excellent project coordination, communication, and stakeholder management skills.
  • Ability to develop, implement, and maintain Standard Operating Procedures and other Governance documentation
  • Must be able to identify and mitigate risks to the program.
  • Must be able to manage schedule and performance.
  • Excellent written and verbal communication skills, including the ability to communicate with brevity and clarity to government clients and develop work products that meet professional quality standards with minimal supervision.
  • Ability to support executive-level virtual meetings and summarize outcomes.
  • Ability to self-organize, balance workload, complete tasks on time (without reminders), proactively seek out assignments, and offer improvements to client delivery.
  • Strong analytical skills and attention to detail.

Desired Qualifications

  • Experience working as a federal contractor or employee.
  • Professional Certifications: Microsoft Certified: Identity and Access Administrator Associate, Azure Security Engineer Associate, ISC2: CISSP, Security+ or other cybersecurity certification are preferred.

Physical Demands

  • Ability to effectively communicate in English, including talking and hearing.
  • Ability to operate productively in a fully remote work environment, including the ability to take meetings and phone calls from a quiet and private space during business hours.
  • Ability and willingness to actively participate in virtual meetings throughout most of the workday and be responsive to messages (MS Teams) and emails (MS Outlook) within reasonable timeframes set by the supervisor or client.
  • Ability to be responsive and working during Central time zone standard business hours (8:00am to 4:00pm).
  • Ability to satisfy security clearance and onboarding requirements:
    • Print, sign, scan, and return onboarding documentation.
    • Travel at personal expense to nearest government facility to get fingerprinted, apply for a PIV badge, pick-up the PIV badge, and pick-up government equipment.
