Overview

We are curretnly seeking a highly skilled and experienced Cyber Security Engineer supporting inter-agency B2B collaboration initiatives on our Enterprise Messaging, Collaboration, Authentication and Office 365 Services Support for the Department of Veterans Affairs (VA). The Cyber Security Engineer will be responsible for being the security lead supporting VA’s enterprise Entra ID B2B collaboration and application integration initiative. This role involves developing and maintaining the security on Entra ID B2B and the collaboration with other related systems (Microsoft 365, Azure AD, SharePoint, Exchange, Teams, SharePoint, etc.) ensuring compliance with federal standards, VA policies, and security requirements. The candidate will implement and monitor security measures to safeguard B2B integrations and data.

 

The Department of Veterans Affairs (VA) Office of Information & Technology’s (OIT) Communication Collaboration Services (CCS) mission is to deliver high-quality, effective IT services to support veterans' healthcare by managing and maintaining enterprise systems, including Entra ID Business-to-Business (B2B), Microsoft 365 applications, Active Directory, cloud and on-premise systems, to ensure seamless and efficient point-of-care and healthcare operations.

 

This is a full-time remote position. Applicant must be a U.S. citizen or permanent resident and must be able to obtain a Public Trust. Veterans are encouraged to apply.

Essential Functions and Job Responsibilities

  • Perform enterprise B2B security engineering
  • Implement, monitor, and support security measures to safeguard B2B integrations and data.
  • Develop and maintain the governance for the Entra ID Enterprise Security Engineering Program
  • Develop and maintain cyber documentation practices, including compliance with federal cybersecurity standards, VA cybersecurity and authorization to operate, authorization to connect.
  • Develop and deliver all relevant cybersecurity documentation
  • Ensure all security agreements are developed, signed, and maintained in accordance with VA policies (partial list):
    • Memorandum of Understanding
    • Memorandum of Agreement
    • Memorandum for the Record
    • Interconnect Security Agreement
  • Intervene and support any B2B related incidents
  • Manage the enterprise-level security engineering team to support B2B cybersecurity requirements. Train and mentor Cybersecurity Engineers.
  • Be involved in every area of the B2B Program (from intake to project closeout) to ensure solutions meet federal security and compliance standards.
  • Support custom application integrations and development efforts that enable agency-specific B2B functionality, ensuring solutions are secure and compliant with federal and VA requirements.
  • Apply VA security policies as outlined in the VA 6500 Handbook and the VA Assessment and Authorization (A&A) SOP
  • Monitor system health and track patching to maintain system integrity and security posture.
  • Work with the Engineers and other team members to create and maintenance RMF packages
  • Conduct research on special topics and recommend solutions to government clients.
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Prepare and deliver the EMCAO program deliverables
  • Perform related duties as assigned by supervisor.

Minimum Requirements

  • 10 years of professinal experience
  • Master’s degree in computer science, electronics engineering or other engineering or technical discipline is required. 10 years of additional relevant experience may be substituted for education
  • Deep understanding of MS Entra ID B2B
  • Proven experience supporting Microsoft 365, Azure AD, SharePoint Online, Exchange Online, and related cloud and on-premises systems.
  • Strong understanding of federal cybersecurity standards, VA security protocols, and security documentation.
  • Skilled in system troubleshooting, incident response, patch management, and security best practices.
  • Experience supporting B2B integrations, security engineering, and application deployment.
  • Excellent communication, documentation, and coordination skills.
  • Familiarity with Microsoft 365, Entra ID (Azure Active Directory), SharePoint, Teams and enterprise software deployment workflows.
  • Strong understanding of change management, configuration management, and cybersecurity protocols.
  • Excellent project coordination, communication, and stakeholder management skills.
  • Ability to develop, implement, and maintain Standard Operating Procedures and other Governance documentation
  • Must be able to identify and mitigate risks to the program.
  • Excellent written and verbal communication skills, including the ability to communicate with brevity and clarity to government clients and develop work products that meet professional quality standards with minimal supervision.
  • Ability to support executive-level virtual meetings and summarize outcomes.
  • Ability to self-organize, balance workload, complete tasks on time (without reminders), proactively seek out assignments, and offer improvements to client delivery.
  • Strong analytical skills and attention to detail.

Desired Qualifications

  • Experience working as a federal contractor or employee.
  • Familiarity with Microsoft 365, Entra ID (Azure Active Directory), SharePoint Online, Teams and enterprise software deployment workflows.
  • Professional Certifications: ISC2: CISSP, Security+ or other cybersecurity certification are preferred.

Physical Demands

  • Ability to effectively communicate in English, including talking and hearing.
  • Ability to operate productively in a fully remote work environment, including the ability to take meetings and phone calls from a quiet and private space during business hours.
  • Ability and willingness to actively participate in virtual meetings throughout most of the workday and be responsive to messages (MS Teams) and emails (MS Outlook) within reasonable timeframes set by the supervisor or client.
  • Ability to be responsive and working during Central time zone standard business hours (8:00am to 4:00pm).
  • Ability to satisfy security clearance and onboarding requirements:
    • Print, sign, scan, and return onboarding documentation.
    • Travel at personal expense to nearest government facility to get fingerprinted, apply for a PIV badge, pick-up the PIV badge, and pick-up government equipment.
