Overview

PSI is currently seeking a Senior Information Technology Project Manager provides strategic leadership and oversight for complex IT security initiatives within the COO Information Security & Validation Staff (ISVS). This role manages multi-phase programs that integrate Information Security Governance, Risk, and Compliance (GRC) processes into enterprise operations. The position ensures projects meet Judiciary objectives for confidentiality, integrity, and availability, while aligning with the NIST Risk Management Framework (RMF), Judiciary Information Security Framework (JISF), and applicable federal standards. The Sr. Project Manager oversees planning, coordination, execution, and monitoring activities, ensuring deliverables are completed on time, within budget, and in compliance with contract and security requirements.

Essential Functions and Job Responsibilities

  • Provide leadership and direction for multiple concurrent information security projects, including RMF lifecycle activities, system authorization efforts, and continuous monitoring programs.
  • Supervise technical and security teams, providing guidance on GRC methodologies, policy compliance, and deliverable quality.
  • Develop and maintain integrated project schedules, resource plans, and risk management strategies, ensuring alignment with program objectives and milestones.
  • Coordinate with stakeholders, system owners, and senior leadership to manage priorities, resolve issues, and communicate status updates.
  • Oversee development and submission of key deliverables, including System Security Plans (SSPs), POA&Ms, Risk Mitigation Plans, Incident Response Plans, and Executive Dashboards.
  • Ensure project compliance with NIST, FedRAMP, JISF, and Judiciary security policies, leveraging tools such as CSAM for GRC tracking and reporting.
  • Manage program performance metrics, conduct progress reviews, and present executive-level briefings summarizing accomplishments, risks, and recommended actions.

Minimum Requirements

  • Bachelor’s degree in Information Technology, Cybersecurity, Computer Science, or related field; Master’s degree preferred.
  • 7+ years of general IT experience, including five years of specialized InfoSec GRC experience, with two years in a direct supervisory role.
  • Project Management Professional (PMP) or equivalent required.
  • Demonstrated ability to manage large-scale IT security projects, integrating governance, risk management, and compliance into enterprise IT operations.
  • Proven supervisory experience managing multi-disciplinary technical teams in an information security environment.
  • Strong knowledge of federal cybersecurity frameworks, including NIST SP 800-53, SP 800-37, SP 800-137, and related standards.
  • Experience developing and managing project schedules, budgets, and performance metrics.
  • Proficiency in GRC tools, project management software, and security compliance documentation standards.

Desired Qualifications

  • CISSP, CISM, or equivalent information security certification preferred.
