Overview

Planned Systems International (PSI), a Government Contractor, has an immediate opportunity for a Quality Assurance Specialist position under the Independent Enterprise Testing and Support Services (IETSS) contract with the Department of Veterans Affairs (VA), Office of Information & Technology (OIT). This position will be part of the Test Management and Operations (TMO) Testing Process Quality Improvement (TPQI) Support team, which consists of Measurement and Metrics (MM), quality process management and process improvement, lessons learned, Change Management, Knowledge Management, internal Quality Audit Program, Root Cause Analysis (RCA) process, and Corrective and Preventive Action (CAPA) planning. The TPQI team supports and works closely with the Test and Evaluation (T&E) and Testing Intake Assessment services teams, as well as the Test Center (TC) systems analysts, systems administrators, database administrators (DBAs), the VA project manager (PM), VA Contracting Officer’s Representative (COR), and other divisions and stakeholders. The preferred location for this position is remote to the Tampa, FL area. 

 

Overview 

The Quality Assurance Specialist supports the development and continuous improvement of IETSS processes and workflows and also provides internal support to the organization including, but not limited, to web content management, standardization of processes/procedures, development of organizational policies/procedures and processes, instituting organizational change, audits, lessons learned, change, control, and configuration management (C3M), metrics, data analytics, root cause analysis (RCA), corrective and preventive action (CAPA) planning, censuring the effectiveness of internal and external communication, and management of document repositories.  

Essential Functions and Job Responsibilities

  • Contribute to the implementation of an IETSS Organization-wide comprehensive Quality and Process Improvement Program. 
  • Develop new and update existing processes with the stakeholders. 
  • Support the IETSS Internal Quality Audit Program to continuously assess processes.  
  • Conduct Quality Reviews of documents and deliverables. 
  • Support quality and process improvement methodologies. 
  • Review and update the current IETSS Programs and Processes.  
  • Collect and document user requirements, including gathering, analyzing, and summarizing information from stakeholders. 
  • Research, analyze, and recommend solutions to meet current and future business needs. 
  • Perform other TPQI analysis duties as required and requested. 

Minimum Requirements

  • Experienced in MS Word, Excel, PowerPoint, Visio, Teams, and SharePoint. 
  • Good understanding of achieving organizational change. 
  • U.S. Citizenship is required. Selected candidate must be able to successfully pass a thorough Government background investigation. 
  • Must have the ability to work simultaneously on multiple projects and handle changing priorities with the ability to prioritize tasks. 
  • Excellent customer service skills. This position works closely with the Customer. 
  • Proven excellent oral and written communication skills are required. 
  • Expertise writing/editing/proofreading at all levels, and willingness to do whatever’s needed. 
  • Ability to use graphics effectively to communicate ideas. 
  • Ability to revise one’s own work or the work of others to make a documents or presentations clearer and more persuasive.
  • Convey complex information in appropriate fashion to audiences with different levels of knowledge.
  • Work in both a team environment and independently. 
  • Coach and mentor other technical writers. 
  • Work in a fast paced, multi-faceted environment. 
  • Working with AI tools to improve communications. 
  • Quality and detail oriented. 
  • Adaptability and the ability to work in a climate with frequently shifting priorities is critical. 
  • Ability to work as part of a team, or independently. 
  • Excellent interpersonal, verbal and written communication, organizational and documentation skills. 
  • Ability to use AI to accomplish goals.

 

Eduation 

  • Bachelor’s Degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise. Four (4) years of documented relevant experience or an associate degree together with two (2) years of documented relevant experience, may be substituted for the bachelor’s degree.    
  • Two years’ experience including the development and implementation of quality assurance programs for projects and tasks of similar scope and complexity. 

Desired Qualifications

  • Strong knowledge of multiple software development lifecycle methodologies required including Agile, Waterfall, DevOps, Iterative, and others 
  • Certified Agile Scrum Master a plus. 
  • Healthcare software experience a plus. 
  • Experience with SharePoint. 
  • Current MBI and VA access a plus.
