Overview

Planned Systems International (PSI), a Government Contractor, is seeking a Project Scheduling Specialist to support the Department of Veterans Affairs (VA) Independent Enterprise Testing and Support Services (IETSS) contract. The IETSS program delivers Independent Verification and Validation (IV&V) services in support of the Electronic Health Record Modernization Integration Office (EHRM-IO) and other critical VA Office of Information and Technology (OIT) modernization initiatives. This effort supports software delivery lifecycle activities, enterprise testing services, and quality assurance functions that help ensure successful delivery of technology solutions for Veterans. As part of our continued focus on operational excellence and modernization, the Sr. Project Scheduling Specialist will play a key role in supporting and enhancing Testing Logistics Services (TLS) activities across the program. 

 

  • Develop, maintain, and update Integrated Master Schedules (IMS) for IETSS projects and task orders. 
  • Define schedule activities, milestones, dependencies, and work package timelines. 
  • Establish and maintain schedule baselines. 
  • Coordinate schedule integration across multiple project workstreams. 
  • Coordinate schedule updates with project managers, technical teams, and stakeholders. 
  • Track program milestones and deliverable due dates. 
  • Ensure schedule data integrity and compliance with program standards. 
  • Monitor schedule performance against baseline plans. 
  • Conduct critical path and float analysis. 
  • Perform schedule health assessments using approved scheduling methodologies. 
  • Identify schedule risks, delays, and potential impacts to project delivery. 
  • Support risk management activities by identifying schedule-related concerns. 
  • Analyze schedule variances and recommend corrective actions. 
  • Support development of recovery plans when milestones are at risk. 
  • Track key performance indicators (KPIs) related to schedule execution. 
  • Provide milestone status reporting and schedule forecasts. 
  • Produce weekly, monthly, and ad hoc schedule reports. 
  • Develop dashboards and visualizations for leadership review. 
  • Assist leadership with data calls and reporting requirements. 
  • Partner with Project Managers and Task Leads to collect schedule updates. 

Essential Functions and Job Responsibilities

  • Participate in planning meetings, milestone reviews, and project status meetings. 
  • Support customer briefings and program management reviews. 
  • Mentor junior schedulers and project control personnel. 

Minimum Requirements

  • Bachelor’s degree in Project Management, Business Administration, Engineering, Information Technology, or a related field. 
  • Equivalent work experience may be substituted for education requirements. 
  • 6–8 years of project scheduling, planning, or program controls experience. 
  • Experience supporting Federal Government, DoD, or large-scale IT programs. 
  • Experience developing and maintaining Integrated Master Schedules (IMS). 
  • Experience supporting multiple concurrent projects or task orders. 
  • Experienced preparing schedule status reports and executive briefings. 
  • Proficiency with Microsoft Project, Microsoft Excel, Power BI, and SharePoint. 

 

  • Knowledge of:  
  • Schedule performance analysis 
  • Critical Path Method (CPM) 
  • Work Breakdown Structures (WBS) 
  • Resource planning and forecasting 
  • U.S. Citizenship is required. 
  • Selected candidates must successfully complete a Government background investigation, including the completion of required security forms and fingerprinting. 

Desired Qualifications

  • PMI Scheduling Professional (PMI-SP) Certification.
  • Microsoft Project Certification.
  • Agile certifications (e.g., SAFe Agilist, Certified ScrumMaster (CSM), Scrum Master, Agile Practitioner). 
  • Experience supporting enterprise IT modernization, digital transformation, cloud migration, cybersecurity, data management, or systems engineering initiatives. 
  • Experience supporting federal government contracting environments. 
  • Expert knowledge of project scheduling principles, methodologies, and industry best practices. 
  • Strong analytical, organizational, and problem-solving skills. 
  • Ability to evaluate complex program schedules and translate findings into executive-level recommendations. 
  • Ability to work independently while leading cross-functional planning efforts. 
  • Experience developing and maintaining Power BI dashboards and executive-level reporting solutions. 
  • Experience working with SQL-based reporting environments and data analytics platforms. 
  • Experience developing automated schedule and performance reporting solutions. 
  • Excellent written, verbal, and presentation communication skills. 
  • Strong attention to detail and commitment to schedule accuracy and data integrity.
  • Ability to manage competing priorities in a fast-paced program environment.
