Summary As a fully proficient radiation control technician 3 (RCT 3), provides radiological support at assigned Laboratory sites in the areas of workplace surveillance and analysis/interpretation of radiological data. In addition, provides fully proficient operational health physics support in assigned facility, function or area. Responsible for high-hazard radiological jobs. Ensures compliance with radiation protection activities, procedures and 10CFR835. Implements radiation protection procedures and applies these to a wide range of activities such as reviewing radiological work for proper controls, posting and compliance with Laboratory requirements. Assists and mentors employees in on-the-job training in the areas of: group procedures for radiation monitoring, contamination control, external exposure control and emergency response, radiation work permits, and facility design. Works with health physicist to determining appropriate re-entry requirements, directs as necessary other RCTs in monitoring and dealing with contaminated personnel. The RCT 3 may be called upon on an as-needed basis to successfully assume field management responsibility and direct the actions of other technicians. Completing assignments requires following or adhering to requirements, specifications, or procedures developed for the task. Impact of work may affect an entire facility. Consequence of error may include serious radiological safety events, including injury to self or others, as well as noncompliance with 10CFR835, with potential for Laboratory fines under the Price-Anderson Amendments Act. PURPOSE The WTC Health Program operates a federal health plan consisting of an integrated delivery system that provides medical monitoring and treatment to more than 125,000 beneficiaries who were sickened or injured from exposure during the events of 9/11. The purpose of this statement of work is to procure services focused on supporting the management and oversight aspects of the reauthorization of the James Zadroga 9/11 Health and Compensation Act of 2010.  On December 18, 2015, President Obama signed the James Zadroga 9/11 Health and Compensation Reauthorization Act which reauthorized the World Trade Center (WTC) Health Program for 75 years, ending in 2090.   The primary role of the Writer/Editor is to provide document development support to the WTC Health Program, within the National Institute for Occupational Safety and Health (NIOSH). The contractor shall develop, review, edit, and publish technical documents that accurately and effectively explain scientific information to various audiences. The contractor shall participate in regular team meetings and other activities that contribute to the efficient and effective management of technical communication resources and administrative processes.   SCOPE OF WORK The Writer/Editor shall perform writing and editing activities for a variety of technical documents including operational documentation, administrative material, technical guidance, policy statements, scientific papers, and special reports. Review and revise technical documents for accuracy, clarity, grammar, spelling, punctuation, content, and style. Ensure that final documents meet organizational standards for document development and management.   The contractor is to maintain a healthy organizational culture in providing consistent and professional communication and services to WTC Health Program clients including health care beneficiaries and health care providers, the contractor shall participate in the occasionally held lunch/learn and other training sessions regarding WTC Health Program organizational culture.   Duties: - Develop a working knowledge of the laws, regulations, policies, and administration of the WTC Health Program as relevant to the preparation of technical documents. Apply all policies, rules, and regulations when developing technical and/or scientific products. - Develop and edit a variety of technical, scientific, and regulatory information using plain language principles to adjust the stylistic and logical approach to presenting information.  - Adhere to established organizational practices regarding style, grammar, punctuation, and formatting guidelines to proofread materials for internal and external audiences including healthcare providers, attorneys, beneficiaries, and other stakeholders. - Collaborate with subject matter experts to confirm the accuracy of pertinent subject matter information and assist with the revision of materials under the supervision of senior writers. - Perform end-stage proofing and formatting of technical documents to ensure they are error-free and in compliance with all editorial guidelines. Adhere to guidelines related to tables, alignment, font, header/footer text, footnotes, styles, and layout. - Align written products to be consistent with other related products, including blending materials from various sources into one unified product. Reconcile contradictions in information, analyze contributions for clarity, and ensure information is consistent across publications. - Participate in the content planning and production of technical products that adhere to established timelines for document development and publication. SCOPE OF WORK The Analyst II “QMPE Claims Reviewer” position will be filled by a health professional with experience in medical coding/billing and health plan program administration to serve as a medical coding/billing specialist in the Quality Management and Program Evaluation Unit, assisting with work within the Medical Benefits and Certifications Unit. The Analyst II “QMPE Claims Reviewer” position will participate in all aspects of managing the diagnostic and treatment benefit of a federal health plan making recommendations on requests for additions to the codebook and provide recommendations for prior authorizations requests to provide health care benefits to responders and survivors of the 9/11 attacks. Recommendations will be made based on policy, program statute, collaboration with experts, clinical research and the Analyst II “QMPE Claims Reviewer” medical and professional judgment. Additional duties include managing complex program deliverables, analyzing and manipulating medical claims data, and collaborating with occupational health subject matter experts. The Analyst II “QMPE Claims Reviewer” will interface with clinicians, medical administrators, and a diverse set of federal and contract staff. Provides analytic support of cost and utilization reporting •              Understands complex legislative, regulatory, and/or policy guidance for use in executing daily activities  •              Monitors, coordinates, track multi-functional program deliverables, ensuring deadlines are met   The work entails both clinical and administrative aspects of health care delivery within a federal managed care system and involves collaboration with both clinicians and medical administrators. The WTC Health Program Quality Management & Program Evaluation Unit Chief with support from Medical Benefits and Certifications Unit Chief will provide support and guidance to the contractor in the performance of these deliverables.    Organizational Context:  This work is for the WTC Health Program only and work will be related to the support of this specific program-area medical management process of maintaining the health plan codebook and participating in prior authorization review and research.
